Ms. Wahyuningrum is the Representative of Indonesia to the ASEAN Intergovernmental Commision on Human Rights (AICHR), 2019-2021. She obtained her MA on Human Rights from Mahidol University, Thailand (2007) and now pursuing PhD at the International Institute of Social Studies (ISS) of the Erasmus University Rotterdam. Her research deals with the various state engagement with Human rights in the context of ASEAN regionalism from the third world approaches to International Law (TWAIL).
She was the Team Leader of Regional EU-ASEAN Dialogue Instrument on Human Rights Facility (2015-2017) to support human rights work of the AICHR, the ASEAN Commission on the Promotion and the Protection of the Rights of Women and Children (ACWC), the ASEAN Committee on Migrant Workers (ACMW) and the ASEAN Committee on Women (ACW).
She has spent more than 20 years working in human rights organisations at the national, regional and international level and She was the senior Advisor to the ASEAN Parliamentarians for Human Rights (APHR), 2014-2018, Policy Advisor on ASEAN, Oxfam International (Hongkong), Stationed in Jakarta, indonesia, 2009-2010, Campaign Coordinator SAPA Task Force ASEAN and Human Rights, hosted by Forum-Asia, Bangkok, Thailand, 2008-2009, Campaign Coordinator on Trafficking against Children in Southeast Asia, Terre des Hommes Netherlands, Jakarta, Indonesia, 2003-2004.

DINNA WISNU, PhD
Specialist on Politics of Social Protection & Healthcare Analyst in International Political Economy, Development and Diplomacy Indonesia’s Representative to ASEAN Intergovernmental Commission on Human Rights (AICHR)
Dr. Dinna is an Associate Professor, a certified lecturer (by Minitry of Higher Education) based in Jakarta - Indonesia. She also serves as Director at Paramadina Graduate Schools, co-founder & head of Paramadina Graduate School of Diplomacy. She earned PhD in Political Science with specialization on political economy, at the age of 30 from the Ohio State University. For 3 years (January 2016 - December 2018), she is appointed as Indonesia’s Representative to ASEAN Intergovermental Commission on Human Rights by the Minister of Foreign Affairs.
An expert in international political economy, development, and diplomacy she built deep understanding of comparative social protection systems and healthcare in East and Southeast Asia. Her expertise and over 19-years of network in the fields landed her in the various experience of being part of the development of Indonesia’s National Health Insurance, including to advise key stakeholders (e.g. President Joko Widodo by being the Head of Working Group on Health & Manpower at Tim Transisi, the State Ministry of National Planning, BPJS Watch, Alliance of Independent Journalists, ILO, UNESCAP, the Ministry of Social Solidarity in Timor Leste), to co-produce research products relevant for NHI transformation (e.g. Evaluation of President Yudhoyono’s Presidency on social welfare for international academic peers, Roadmap to Health Sector reform for President Yudhoyono, Health mapping document for the Ministry of Health, Healthcare plan for TNP2K). She is also among the co-founders of the first interdisciplinary Master-degree program of Social Policy at the Faculty of Public Health, University of Indonesia. Dr. Dinna have visited many countries to speak, teach, research or provide advice to governments (e.g. Cambodia, Timor Leste, Australia) or I-NGOs (e.g. GIZ, ILO).
In the field of international relations, she has broad experience in analyzing issues of diplomacy. Her analysis is commanded because of its interdisciplinary touch. Dr. Dinna have visited many countries to speak on sustainable development, geopolitics, health policies, employment policies, ASEAN, and more. She was research fellow with the Indonesia Project of Australia National University, Department of Political Science and CIDS of University of Philippines Diliman, Friedrich Ebert Stiftung Jakarta and CSIS Jakarta; also taught at Sung Kyun Kwan University and Sogang University in South Korea and Spellman College in USA.
She is also a productive writer; she writes regularly is broadly quoted on newspapers, magazines, or speaks on TV and radios, including BBC, Channel News Asia, Bloomberg Indonesia, CNN Indonesia, the Associated Press, the Jakarta Post, China’s People Daily, and various local news. She serves as active committee member of Ikatan Sarjana Ekonomi Indonesia (Indonesian Economist Association) in the international relations division; also as member of Asosiasi Ilmu Hubungan Internasional Indonesia (Indonesian Association of International Relations Scientists).

|Sejak tanggal 13 Oktober 2009, dipilih dan diangkat sebagai Wakil Indonesia untuk Komisi HAM Antarpemerintah ASEAN (AICHR). Pada tahun 2013, untuk kedua kali, kembali terpilih sebagai sebagai Wakil Indonesia untuk AICHR untuk periode 2013-2015 Saat ini adalah Direktur Eksekutif HRWG (Human Rights Working Group) – koalisi NGO Indonesia untuk Advokasi HAM Internasional, sebuah organisasi jaringan yang berbasis di Jakarta, dengan anggota lebih dari 40 organisasi (di level propinsi dan nasional) dari berbagai sektor ( hak perempuan, hak anak, kelompok lingkungan, urban poor, petani, nelayan dan buruh migran).
Seorang ahli dan pelatih HAM dan demokrasi di Indonesia. Sejak 1992, menspesialisasikan dirinya pada kerja-kerja lobi dan advokasi HAM, demokrasi dan isu-isu kemanusiaan di Indonesia baik di badan-badan antar-pemerintah dan mekanisme HAM PBB , dan menjadi pengurus dari berbagai NGO HAM Internasional dan nasional. Menjadi dosen tamu untuk kebijakan Luar Negeri dan praktek-praktek HAM di berbagai universitas dan institusi pendidikan di Indonesia. Mendapatkan gelar Master dalam bidang Studi-Studi Pembangungan dari Institute of Social Studies pada tahun 1989, di The Hague, Belanda dan sarjana dalam bidang Sosiologi pada tahun 1981, di Fakultas Ilmu Sosial, Universitas Indonesia.
